<p dir="ltr">Components of Liebherr&#8217;s new heavy-lift offshore crane were loaded from Liebherr&#8217;s facility in Rostock at the Port of Rostock for the voyage to the Crist shipyard in Gdynia, Poland.</p>
<p dir="ltr">Pieces of the crane weighed as much as 420 tonnes apiece, Liebherr said in a statement. The components were carried by ocean-going barge.</p>
<p dir="ltr">At Crist&#8217;s shipyard, the crane is being assembled on the Vidar, an installation vessel belonging to Hochtief Solutions. The assembly of the crane is coordinated with the completion of the jack-up vessel because  the crane must be positioned before the vessel leg. After completion of assembly works later this year, the crane will be used for the installation of offshore wind power stations.</p>
<p dir="ltr">Liebherr&#8217;s new crane, the CAL 45000-1200 Litronic, has a lifting capacity of 1,200 tons, a boom length of 108 meters and a deadweight of 1,500 tons. Its design is known as a crane-around-leg, meaning it can rotate 360 degrees around one of the four jack-up legs of the vessel, Liebherr said.</p>

<p dir="ltr">The plant expansion includes a new finishing line. The work will be handled out of Jacobs&#8217; Glasgow, Scotland office, the company said in a statement.</p>
<p dir="ltr">The EPCM contract follows Jacobs&#8217; front-end design for the finishing line, which began about two years ago.</p>

				<content:encoded><![CDATA[<p dir="ltr"><strong style="font-size: 13px; line-height: 19px;">At 23,000 tons, the spar reached Mighty Servant I&#8217;s carrying capacity</strong></p>
<p dir="ltr">Dockwise has offloaded the 23,000-ton Lucius spar for the Lucius deepwater oil and natural gas project located in the Gulf of Mexico.</p>
<p dir="ltr">The Lucius truss spar, measuring 184 meters long and 34 meters in diameter, was loaded onto the Mighty Servant 1 by means of skid on operation at Pori, Finland, Boskalis (the Netherlands-based marine dredging company that recently purchased Dockwise) said in a statement. The spar was transported 7,700 nautical miles and discharged at Ingleside, Texas.</p>
<p dir="ltr">Spars are usually offloaded over the stern of a semi-submersible heavy transport vessel. However, due to the restricted clearance space at Ingleside, an innovative offloading approach was required. The engineering team at Dockwise devised a plan to  unload the spar over the side of the vessel, which required the design and installation of new buoyancy tanks.</p>
<p dir="ltr">The length of the Lucius spar reached the Mighty Servant 1&#8242;s carrying capacity limit and extended nearly 40 meters over the stern of the vessel.</p>
<p dir="ltr">The Lucius Development is located in Keathley Canyon Block 875 in the Gulf of Mexico and is operated by Anadarko Petroleum Corporation.</p>

<p dir="ltr">Volga-Dnepr has transported aircraft wings for the new Boeing 787 Dreamliner from Japan to  Boeing&#8217;s final assembly factory in Everett, Wash. The flight was made by one of Volga-Dnepr Airlines&#8217; An-124-100 Ruslan freighters.</p>
<p dir="ltr">The flight from Nagoya carried two wing boxes, each measuring 28 meters in length, which were manufactured by Mitsubishi Heavy Industries.</p>
<p dir="ltr">To accomplish the secure and timely delivery of this special shipment, an international team from Volga-Dnepr Airlines in Russia and the U.K., the Boeing Corporation in the U.S, and Germany&#8217;s Broetje Automation created unique loading accessories and equipment, Volga-Dnepr said in a statement. The loading system was designed using the CATIA three-dimensional modelling system.</p>
<p dir="ltr">Flight logistics were coordinated by Volga-Dnepr&#8217;s recently-established Engineering and Logistics Center.</p>

				<content:encoded><![CDATA[<p dir="ltr">InterManager, the international association of in-house and third party ship managers, is calling on flag States to exercise tolerance and flexibility in the weeks and months following the entry into force of the Maritime Labour Convention.</p>
<p dir="ltr">A poll of its member companies shows that InterManager members are ready to meet the needs and demands of the MLC when it enters into force on August 20 of  this year.</p>
<p dir="ltr">However, the association remains concerned that, as the MLC requires total commitment from its global stakeholders, restraint and a common interpretation of the rules needs to be seen from inspecting authorities when vessels start to visit the world’s ports following the August 20 start date.</p>
<p dir="ltr">&#8220;There is need for all flag state and port state authorities to exercise maximum tolerance and flexibility when the convention comes into force this August,&#8221; Gerardo Borromeo, president of InterManager, said. &#8220;Only 40 States around the world have so far ratified the MLC so there are many States still in the process of ratifying or may even be a considerable ways from ratifying. This poses great concern to ship managers and crew managers who are immediately impacted by this convention. It is equally important that all States ensure their respective flag and port state control inspectors are prepared to meet the unique demands of the MLC.</p>
<p dir="ltr">&#8220;gInterManager welcomes the entering into force of MLC but remains concerned that many of the world’s major ports which our members’ vessels visit, lie within the borders of countries which have yet to ratify the MLC such as the US, Korea, UK, Italy and Japan. We need a common interpretation of the rules to ensure there is a smooth entry into force of this important convention.&#8221;</p>
<p dir="ltr">InterManager members are committed to the smooth and efficient operation of their managed fleets and so it is essential that ships are able to enter and depart loading and discharging ports as quickly as possible.</p>
<p dir="ltr">&#8220;We are urging the major trading nations to move with more urgency to get themselves into the picture regarding MLC,&#8221; Borromeo said. &#8220;InterManager will work with all the stakeholders to ensure the smooth transition into force of this crucial piece of shipping legislation.&#8221;</p>

				<content:encoded><![CDATA[<p><strong>Piracy off West Africa lead to additional war risk premiums</strong></p>
<p dir="ltr">The London Market&#8217;s Joint War Committee, which consists of underwriters from Lloyd&#8217;s and International Underwriting Association, has added Togo to the listed areas where additional war risk premiums are charged.</p>
<p dir="ltr">The small West African nation joins Benin, regions of Eritrea and the Gulf of Guinea, as well as Libya, Nigeria and Somalia in the list of high risk African countries. Risk includes war, piracy, terrorism and related perils, according to the JWC. This is the first update since March 2012, according to JWC documents.</p>
<p dir="ltr">Piracy attacks have increased in the Gulf of Guinea, including the Togo area. In fact, West African pirate attacks exceeded those off East Africa in 2012 for the first time, the International Maritime Bureau said earlier this week. For instance, on May 5, the IMB reported a tanker had been fired upon by pirates, about  27 nautical miles south-southeast of Lome, Togo. The Togo Navy exchanged fire with the pirates and the boarding of the vessel was unsuccessful.</p>
<p dir="ltr">West African heads of state are scheduled to meet by the end of this month to adopt a new code of conduct for anti-piracy activities, International Maritime Organization said earlier this month. The code, similar to the one agreed on by East African and Arab Peninsula nations, asks governments to arrest and prosecute suspected pirates, seize any vessels believed to have been used in acts of piracy and increase regional cooperation.</p>

				<content:encoded><![CDATA[<p>Maritime Asset Security and Training (MAST) has announced that it is to extend its existing range of training courses to include courses focused on safety and port security. The maritime security industry is under increased scrutiny following reports of fraudulent SCEG certification and, in response, MAST is taking the lead to raise standards, and professionalize maritime security both in Malta and, it hopes, more widely.</p>
<p>MAST believes training will play an important part in helping to raise those industry standards. These courses include Ship Security Officer, Company Security Officer, Port Facility Security Officer, Counter Piracy and Close Protection.</p>
<p>The announcement follows the introduction of new legislation in Malta regarding a licensing framework for private maritime security companies. The new operational licensing regime is the only licensing regime of its kind in the E.U. and governed by the Licensing of Private Maritime Security Companies Regulations 2013 (published as LN 110 0f 2013). MAST initiated this legislative work when it moved its HQ to Malta in 2008.</p>
<p>“These courses, coupled with the new Maltese licensing regime will ensure that companies and individuals actively involved in these high risk and dangerous operations are properly vetted, competent and up to standard,&#8221; Tim Reilly, corporate affairs spokesman said. &#8220;For instance, a core element of the counter-piracy course is to provide a rigorous understanding of the law and rules for the use of force. They will also provide additional credibility to the industry and enable corporations and PMSCs to work together to combat the crime of piracy.&#8221;</p>
<p>MAST’s training courses are held at a new training center in Malta and are based on its extensive experience in counter-piracy, personal security and the International Ship and Port Facility Security Code (ISPS Code), that MAST has developed over the last decade.</p>
<p>MAST is a UK Maritime and Coastguard Agency (MCA) accredited course provider, an Edexcel Assured provider and ELCAS approved, as well as holding ISO 9001 and ISO 14001 certification. The company is also a founding signatory to the International Code of Conduct for Private Security Companies and a member of ADS (Security in Complex Environments Group); a representative industry group at the heart of the development of private security standards and approved by the British Government.</p>

<p dir="ltr">The project will have an installed capacity of 250 megawatts. Financing is yet to be arranged, Elcen&#8217;s general manager, Dan Ştefan Cetacli, told local reporters. It will be built about 10 kilometers south-east of the city of Arad, which is near the Hungarian border.</p>
<p dir="ltr">The fast start-up plant will use aero-derivative gas turbines. Construction is expected to begin within a year and a half and will last three years.</p>

				<content:encoded><![CDATA[<p>The Electricity Generating Authority of Thailand has submitted plans to the Myanmar government to build a US$3.2 billion coal-fired power plant in Dawei. The project was previously approved in concept by government officials.</p>
<p>The plant will have an installed capacity of 1,800 megawatts. Excess power will be sold to Thailand, according to a report by Bernama. The governor of the Electricity Generating Authority of Thailand said he hoped the project would be approved in time for construction of the facility to begin by the end of the year.</p>
<p>The power project is part of a US$9 billion deep port and industrial development, located on the coast of Tanintharyi region in southern Myanmar. The Dawei mega-project will also include numerous factories, as well as the construction of a highway linking Dawei to Bangkok.</p>
